8th Pay Commission: Level 15-18 employees may get monthly HRA of up to ₹1.93 lakh if 2.57 fitment factor is approved

The 8th Pay Commission, constituted on 3 November 2025 with chairman Ranjana Prakash Desai, may raise HRA for Level 15-18 central government employees if a 2.57 fitment factor is approved.
HRA is calculated as a percentage of basic pay; employees in X, Y, Z cities currently receive 30%, 20%, and 10% HRA respectively.
At Level 18, the maximum estimated HRA in X-category cities would be ₹1,92,750 per month under a 2.57 fitment factor, up from ₹2,50,000 basic pay.
The Commission has 18 months to consult stakeholders and submit recommendations on salary, allowances, and pension.
