Jaishankar raises Black Sea death of Indian seafarers with Russia's Lavrov

External Affairs Minister S Jaishankar raised the death of four Indian crew members in a Russian attack on a merchant vessel in the Black Sea with Russian Foreign Minister Sergey Lavrov during a meeting in Manila. This is the first instance of Indian seafarers being killed in the Russia-Ukraine conflict, prompting India to summon the Russian chargé d'affaires and convey 'unequivocal condemnation'.
Background
India has backed dialogue and diplomacy to end the conflict triggered by Russia's invasion of Ukraine in February 2022. The war has impacted fuel, fertiliser, and food supplies, imposing costs on the Global South. More than half a dozen Indian seafarers have also died in Iranian and US attacks on merchant vessels in the Strait of Hormuz in recent weeks.

Four Indian sailors were killed in a Russian attack on the Guinea Bissau-flagged merchant vessel MV Golden Leo off the coast of Ukraine.
Another Indian seafarer was severely injured in the attack.
Jaishankar and Lavrov met on the margins of ASEAN-related meetings in Manila, Philippines.
India summoned Russian chargé d'affaires Vladimir Ladanov on July 21, 2026, to convey 'unequivocal condemnation' of the attack.
India emphasized that such attacks undermine the safety, security, and stability of international maritime commerce.
Russia was asked to avoid targeting commercial shipping to prevent loss of innocent civilian lives.
Jaishankar described his meeting with Lavrov as an in-depth review of bilateral relations, covering trade, investment, energy, connectivity, science, technology, and mobility.
They also exchanged views on the Ukraine conflict and the Gulf situation.
This is the first instance of Indian seafarers being killed in the Russia-Ukraine conflict.
India has consistently backed dialogue and diplomacy to end the Ukraine conflict.
