Haryana parallel power distribution bid: Forum urges HERC to reject petition

Power Reforms Forum urged Haryana Electricity Regulatory Commission (HERC) to reject Eleven Power Private Limited's petition for a parallel electricity distribution licence in Gurugram and Nuh.

The forum argued the petition would fundamentally change the power distribution framework with effects beyond Haryana.

Forum president Bhupinder Singh noted that private distribution companies like TPDL, CESC, Torrent Power, and BSES have not sought second distribution licences.

The forum raised concerns about cherry-picking, where affluent and industrial consumers would be targeted, leaving poorer consumers with the financially stressed incumbent DHBVNL.

Data from Power Finance Corporation showed private distributors in Delhi charge higher revenue per unit than DHBVNL despite lower losses.
