Odisha Cabinet Approves Bill To Create Economic Region Development Authorities Across State For Integrated Regional Planning

The Odisha Cabinet approved the Odisha Development Authorities (Amendment) Bill, 2026, amending the Odisha Development Authorities Act, 1982.
The bill introduces definitions for 'Economic Region' and 'Economic Region Development Authority' and adds Chapter IIA to the Act.
The first authority will be for the Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BKPPER), with an economic plan prepared in collaboration with NITI Aayog.
The Union Budget 2026-27 recognized BKPPER as one of four City Economic Regions nationwide, alongside Varanasi, Surat, and Visakhapatnam.
Future economic regions identified include Bargarh-Jharsuguda-Sambalpur, Berhampur-Chhatrapur-Gopalpur, and Jeypore-Koraput-Sunabeda.
