‘Custodial’ torture case: Murder bid accused ‘forced to pick punishment slip’, Haryana rights panel seeks probe

Judicial magistrate first class Mandeep Singh in Sohna took cognisance of the alleged custodial torture of a murder bid accused by Gurugram police.

The accused alleged police officers forced him blindfolded to pick a folded slip marked “death”, “fracture”, “bullet injury” or “reward money” to decide his punishment.

After picking a slip marked “LL fracture”, the accused said his left leg was placed between two bricks and struck with a heavy blunt object, fracturing it.

The Haryana Human Rights Commission (HHRC) directed the Haryana DGP to initiate an independent inquiry led by an inspector-general rank officer.

HHRC chairperson Justice (retd) Lalit Batra noted the allegations were levelled with seriousness, details and consistency, warranting an immediate, fair and independent inquiry.
