Gurugram: Human rights panel orders probe into alleged custodial torture

Haryana Human Rights Commission (HHRC) ordered a probe into alleged custodial torture in Gurugram’s Sohna after taking suo motu cognisance.

The suspect claimed police intentionally fractured his left leg during custody and forced him to pick a folded slip with words “Death”, “Fracture”, “Bullet Injury”, and “Reward Money” at CIA police station.

HHRC chairperson Justice Lalit Batra observed that the allegations, if true, constitute custodial violence and abuse of authority, stating police custody cannot be a license for torture.

The commission directed Haryana DGP to have the case investigated by an officer not below inspector general of police (IGP) rank.

The suspect was not produced before the court after police custody; magistrate Mandeep Singh recorded his statement at Civil Hospital, Gurugram, without police presence.
