Why in news
The Delhi cabinet approved the Delhi Right of Citizen to Time Bound and Ease of Delivery of Services Bill, 2026, on July 14, 2026. It aims to replace the 2011 Act with a technology-driven framework, introducing fines for delays and automatic appeal escalation. The Bill is expected to be introduced in the upcoming monsoon session of the Delhi Assembly.
Background
The existing Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011, already covers about 560 services. The new Bill builds on this architecture, adding 23 more services including factory plan approvals and sewage connections. The 2011 Act lacked automatic escalation and digital tracking features.
Key facts
The Bill is called the Delhi Right of Citizen to Time Bound and Ease of Delivery of Services Bill, 2026.
It proposes fines starting from ₹250 up to ₹5,000 for officials responsible for unjustified delays.
Applications will be submitted online with a unique application number and real-time tracking.
If the designated officer fails to deliver within the stipulated period, the case automatically escalates as an appeal to the department.
A statutory commission will be established to oversee implementation.
About 560 government services are already covered under the existing mechanism; 23 more were added recently.
The Bill replaces the Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011.
Chief Minister Rekha Gupta stated the Bill will ensure timely delivery and reduce repeated visits to government offices.
The Bill was approved by the Delhi cabinet on July 14, 2026.
It will be introduced in the monsoon session of the Delhi Assembly.
