Karnataka CM DK Shivakumar invited Tamil Nadu CM C Joseph Vijay for an aerial survey of the Cauvery basin ahead of proposed bilateral talks on Aug 3. This comes as Karnataka challenges a CWRC directive to release 3,500 cusecs of water daily to Tamil Nadu, citing severe water shortage.
Background
The Cauvery water dispute is a long-standing inter-state river water conflict between Karnataka and Tamil Nadu. The CWRC and CWMA are statutory bodies regulating water sharing. Karnataka has also proposed the Mekedatu balancing reservoir project, which Tamil Nadu opposes.

Deputy CM G Parameshwara said the dialogue reflects cooperative federalism and criticized BJP for opposing the meeting.
Parameshwara stated that the Mekedatu project is pending before the judiciary and that the court questioned objections if Karnataka releases Tamil Nadu's allocated share.
Karnataka plans an all-party meeting to build political consensus on the issue.
Parameshwara questioned the justification of insisting on 3,500 cusecs when Karnataka struggles for drinking water.
Karnataka will reassess July rainfall for drought relief.
Last year and earlier, Karnataka released more than its allocated share to Tamil Nadu.
