The proposal aims to tighten oversight of the J-1 exchange visitor program, which impacts Indian researchers, doctors, professors, and trainees.

This follows a separate finalised rule ending the 'duration of status' visa system for J-1 visa holders, replacing it with fixed admission periods of up to four years.
