Chandigarh: Nine months on PEC functions sans V-C

Punjab Engineering College (PEC) registered a new memorandum of association (MoA) on October 9, 2025, switching from a board of governors-director model to a vice-chancellor and executive council structure under UGC (Institutions Deemed to be Universities) Regulations, 2023.
Nine months later, PEC still lacks an executive council and a regular vice-chancellor, leaving the highest administrative and academic positions unfilled.
The executive council is defined as the institute's highest governing body with powers over faculty recruitment, discipline, budget, and rule-making, but has not been constituted.
Both the VC and executive council appointments lie with the Chandigarh administration; the VC is appointed by the UT administrator from a search committee panel.
Faculty recruitment remains stalled due to the absence of an executive council, with core departments like mathematics and computer science relying on contractual and guest faculty.
