Centre Eyes Nationwide Water Metro Expansion As Kochi Model Drives Push For Dedicated Policy And National Regulatory Framework: Report

The Ministry of Ports, Shipping and Waterways is preparing the National Water Metro Guidelines, 2026, to set standards for planning, financing, safety, and environmental safeguards.
Kochi Metro Rail Ltd (KMRL) Managing Director Loknath Behera has proposed a dedicated Water Metro Act, similar to the Metro Rail Act, to standardize systems across the country.
KMRL and the Inland Waterways Authority of India have completed feasibility studies for 18 locations, with detailed project reports being prepared for Mumbai and Goa.
States including Gujarat, Odisha, and Karnataka have sought technical assistance for water metro projects.
The expansion requires expanding India's electric boat manufacturing capacity, with demand certainty and standardization encouraging investment in dedicated production facilities.
