Haryana freezes SC quota in group A, B promotions pending HC verdict

Haryana government suspended implementation of SC reservation in promotions to Group A and B posts until Punjab and Haryana high court decides the state's appeal.

The suspension follows the high court's April 1, 2025, judgment in Kamaljeet Singh vs State of Haryana, which upheld the 20% quota but required excluding the creamy layer; the state challenged this direction.

Fresh instructions from the human resources department supersede the December 19, 2023, orders; reserved promotional vacancies for SC employees will stay vacant during this period.

SC employees eligible for promotion based on seniority-cum-merit under service rules will still be promoted, and these will count toward the 20% reservation.
