Prime accused Basavaraj Padukote is a rowdy sheeter from Varthur and state president of Namma Karnataka Sene.
Padukote and 11 others were arrested for assaulting Greater Bengaluru Authority (GBA) officials during a footpath encroachment-clearance drive on Commercial Street.
Five GBA staff were injured, including two women assistant engineers who were pepper-sprayed.
A court remanded Padukote and four associates to four days of police custody; the other seven were sent to judicial custody.
Police are investigating whether the accused planned to disrupt the Safe Footpath campaign drive.
