An acute shortage of technical manpower and an ongoing employee agitation have reduced availability of trained field staff.

Central Zone chief engineer Jagdev Singh Hans wrote to police officials seeking regular patrolling and immediate security for PSPCL teams.

Most substations operate with one or two employees per shift, leaving them vulnerable when agitated consumers gather after prolonged outages.
