Consider city DSP as feeder cadre for IPS: Central Administrative Tribunal

The Central Administrative Tribunal (CAT) directed the Centre to process a long-pending proposal to consider the UT police DSP cadre as a feeder service for IPS induction under the AGMUT cadre.
The bench of judicial member Ramesh Singh Thakur and administrative member Rashmi Saxena Sahni quashed three communications from 2019 that rejected DSP Ram Gopal's request for IPS consideration.
The tribunal ruled that administrative delays cannot defeat an officer's statutory right to be considered for promotion under applicable rules.
DSP Gopal argued he met the eligibility criteria under the IPS (Appointment by Promotion) Regulations, 1955, with over eight years of service as DSP.
The UT administration and Centre opposed the plea, stating Chandigarh police DSPs are not part of the recognised feeder cadre for IPS promotion.
