  4. Principal secretary Gayatri Rathore said the change reduces need for replacement donations and improves blood availability, especially in emergencies.

  5. Commissioner T. Shubhamangala directed medical officers, college principals, and CMHOs to ensure 50% collection; negligence will lead to accountability.
