'Avoid cloak-and-dagger tactics': Derek O'Brien writes to PM Modi on delimitation bill, seeks all-party meet

Trinamool Congress Rajya Sabha leader Derek O'Brien wrote to Prime Minister Narendra Modi urging an all-party meeting on proposed delimitation legislation and the Foreign Contribution (Regulation) Amendment bill, 2026.

O'Brien described the measures as 'draconian' and accused the government of potential 'cloak and dagger tactics' akin to the Jammu and Kashmir Reorganisation bill, 2019.

The delimitation bill, introduced in Lok Sabha on April 16, 2026, failed to secure a two-thirds majority and was negatived.

The Foreign Contribution (Regulation) Amendment bill, listed for the Monsoon Session, would give the executive excessive control over charitable organizations, affecting institutions run by the Christian community, according to O'Brien.

O'Brien cited Article 82, noting the opposition fears delimitation could reduce southern states' parliamentary representation.
