Thirty-year-old Arif Hussain was shot dead during a Special Operations Group (SOG) stakeout on cattle smuggling on Jai valley road near Bhaderwah.
Three SOG personnel were injured in the scuffle; Hussain and the injured were taken to hospital where he was declared dead.
Locals protested the death, and local outfit Anjuman-e-Islamia called for a shutdown in Bhaderwah and adjoining areas.
Former chief minister Mehbooba Mufti expressed concern over the killing and internet shutdown, urging swift investigation and accountability.
