  1. Eleven Power Private Limited petitioned HERC for a parallel power distribution licence under Sections 14 and 15 of the Electricity Act, 2003 for Gurugram and Nuh districts.

  2. State-owned DHBVN opposes the bid, arguing Eleven Power underestimated the investment needed to meet universal service obligation.

  3. DHBVN assessed the required investment at ₹11,397.75 crore, comprising ₹6,754.21 crore for high-tension, ₹3,443.99 crore for low-tension, and ₹586.22 crore for 33 KV networks.

  4. Eleven Power planned only ₹4,717 crore capital investment with ₹1,415 crore promoter equity, while DHBVN says equity of ₹3,419.33 crore is needed.

  5. The universal service obligation under Section 43 requires serving all consumers without discrimination, which DHBVN claims Eleven Power's plan cannot fulfill.
