He suggested developing defence-specific common cyber tools and a forum for studying Indian military history from a civilian perspective.
Rajnath said civilian officers bring administrative continuity and institutional memory, while military officers bring operational experience and command perspective.
He urged AFHQ civilian services to become the 'strategic brain' of India's defence management architecture.
