The resolution was proposed by Indian-origin Democratic lawmaker Pramila Jayapal.
It passed by a 214-208 vote, largely along party lines.
Four Republicans – Tom Barrett, Warren Davidson, Thomas Massie, Brian Fitzpatrick – joined Democrats in voting in favor.
Renewed fighting has driven oil prices to highest levels in weeks and claimed four American service members.
