A 36-year-old South Korean tourist, Kim Mihye, was bitten by a monkey near the eastern gate of the Taj Mahal on Sunday.
An ambulance allegedly failed to arrive for about an hour after being called by Central Industrial Security Force (CISF) personnel.
The tourist was taken to a private hospital by e-rickshaw after first aid at the monument's primary health centre.
The Archaeological Survey of India (ASI) has complained to the chief medical officer (CMO) at Agra about the ambulance delay.
Kim Mihye was collecting complimentary shoe covers and a water bottle for foreign tourists with special tickets when the bite occurred.
