The aircraft, a Cessna 208 Caravan operated by Peruvian company Aerodiana, crashed into a field outside Nazca shortly after 1 pm local time.
The plane departed from Pisco airport, and the crash may have been caused by an in-flight emergency, according to preliminary information.
The deceased included 7 Italians, 2 Germans, 2 Spaniards, and the pilot Américo Salazar and copilot Irenka Guanilo del Carpio.
Peru's President Keiko Fujimori expressed regret and said a temporary suspension of the airport was being considered.
