Delhi HC strikes down Centre’s visa services tender process across four countries
Delhi High Court set aside the central government's tender for outsourcing consular, passport, and visa (CPV) services at Indian missions in Abu Dhabi, Kuwait, Singapore, and Canberra.
The court found the tender process used undisclosed comparative standards, unexplained deductions, inconsistent marking, and no recorded reasons, violating transparency, fairness, and equality under Article 14 of the Constitution.
The court directed the Centre to issue a fresh request for proposals (RFP) for CPV services across all four missions within one month.
The verdict came on petitions by unsuccessful bidders E Trav Tech Limited and Verasys Limited, who were disqualified at the technical evaluation stage.
