RITES: Double-decker flyover undercuts Bengaluru Metro gains

RITES Ltd, a central public sector undertaking, reviewed Karnataka Chief Minister DK Shivakumar's proposed 37km double-decker flyover along the Orange Line Metro corridor in Bengaluru.

RITES warns the double-decker flyover would add to congestion and reduce the modal shift to Namma Metro, undermining the Metro's core objective.

The report says the flyover's Economic Internal Rate of Return (EIRR) would be well below the 14% benchmark, while the Metro-only alignment would achieve 17%.

RITES recommends building flyovers only at major traffic bottlenecks instead of an end-to-end double-decker structure.

The report notes the double-decker configuration could diminish social and environmental benefits and conflict with the National Metro Rail Policy's sustainable urban mobility goals.
