Casino boss was landlord to Chinese scammers and human traffickers

Lim Heng Group, a casino and real-estate empire controlled by Cambodian tycoon Lim Heng, was the landlord of a compound used for scamming and human trafficking.

A March 2024 lease agreement shows Royal Hill Resort and Casino leased three buildings on its grounds for $200,000 monthly rent to a Chinese national.

The buildings were converted into fake police stations and bank offices for impersonation scams targeting victims worldwide, according to Thai military and workers.

The compound in O'Smach, Cambodia, was abandoned after Thailand bombed the area in December.

Reuters found no evidence that Lim Heng Group was directly involved in the trafficking or fraud.
