Philippines: Explosive detonates, second 'suspected' bomb found hours before President's address

A homemade bomb detonated near the entrance of the Philippine justice ministry early Monday, with no casualties.

A second suspected unexploded device was found near the Senate hours later, containing a blasting cap, clock, and jar with brown powder.

The incidents occurred hours before Philippine President Ferdinand Marcos's annual State of the Nation address.

National police chief Jose Melencio Nartatez Jr said there is a big possibility the two incidents are related.

Police acknowledged a security lapse, with something exploding in front of the Department of Justice despite contingency plans.
