Karnataka HC upholds housing board’s 75:25 ratio for promotion to post of executive engineers

Karnataka High Court upheld Karnataka Housing Board's 75:25 promotion policy for executive engineer posts.

The policy, notified on June 1, 2022, reserves 75% of posts for graduate engineers and 25% for diploma engineers.

Graduate engineers led by Vijay Kumar Deshinge had challenged the policy as arbitrary, but the court found it constitutional.

The court held that the policy balances educational qualifications and administrative experience, and courts should exercise restraint in reviewing service rules.
