Why in news
The government has announced multiple measures to boost the seed sector, including the release of 3,236 field crop varieties (2014-2025), with 2,996 climate-resilient varieties. The PPV&FR Authority has accelerated plant variety registrations, registering 5,689 varieties in 2023-26 alone. These steps aim to enhance global competitiveness and ensure quality seed availability.
Background
India's seed sector is critical for agricultural productivity and food security. The government, through NARES (including ICAR institutes, SAUs, CAUs, and AICRP centers), has been developing improved crop varieties. The Seeds Act, 1966 and related rules regulate seed quality. Recent efforts focus on climate-resilient varieties and digital traceability.
Key facts
3,236 field crop varieties released and notified between 2014 and 2025, of which 2,996 are climate-resilient.
587 extreme climate-resilient varieties include 341 drought-tolerant, 89 flood-tolerant, 80 salinity-tolerant, 59 heat-tolerant, and 18 cold-tolerant.
PPV&FR Authority registered 10,802 varieties under 219 crop species; 5,689 registered in 2023-26.
229 seed hubs and 384 breeder seed production centers are operational.
17 state seed corporations and national bodies (NSCL, BBSSL, HIL, NAFED, NFL, KRIBHCO, IFFDC) plus private companies produce and distribute quality seeds.
178 notified Seed Testing Laboratories (STLs) across India; government provides financial support for ISTA accreditation.
Seed quality regulated under Seeds Act, 1966, Seeds Rules, 1968, and Seeds (Control) Order, 1983.
SATHEE portal (Seed Authentication, Traceability & Holistic Inventory) implemented for end-to-end digital traceability.
Import/export procedures simplified; Exim Committee dissolved in October 2024; approvals now via DGFT digital platforms.
