The Indian government informed the Rajya Sabha about an India-Japan action plan that aims to exchange over 500,000 personnel in five years, including 50,000 skilled workers from India. This is part of the Joint Vision for the Next Decade adopted at the 2025 India-Japan annual summit in Tokyo.

India and Japan have a longstanding strategic partnership. The Joint Vision for the Next Decade was adopted at the annual summit in Tokyo in 2025, covering eight sectors including economy, security, and people-to-people exchanges.
