Union Minister Hardeep Singh Puri announced the start of drilling of the first evaluation well MN-DWN18-1-HD in the Mahanadi offshore basin. This marks a new chapter in India's energy security journey and is the first of four deep-water wells to systematically evaluate one of India's most promising offshore basins.
Background
India has undertaken major policy and regulatory reforms over the past decade to transform its exploration and production landscape, including the Hydrocarbon Exploration and Licensing Policy (HELP), Open Acreage Licensing Programme (OALP), and opening nearly 99% of previously restricted offshore areas for exploration.
Key facts
The well MN-DWN18-1-HD is the first evaluation well in the Mahanadi offshore basin.
It is the first of four deep-water wells planned for systematic evaluation of the basin.
World-class deep-water drilling technology will be used to discover new hydrocarbon resources.
About 81% of India's active exploration areas were allocated after 2014, reflecting investor confidence.
Under OALP, 172 exploration blocks covering ~3.8 lakh sq km have been allocated with over USD 4.3 billion investment.
In FY 2025-26, about 674 wells were drilled, five new discoveries made, and production started from seven fields.
Government initiatives include Mission Exploration, National Seismic Programme, Extended Continental Shelf Survey, National Data Repository, and Hydrocarbon Resource Assessment Study.
The drilling aims to reduce import dependence, strengthen self-reliance, and realize the vision of a developed India.
