A Rajya Sabha question on the impact of PMJVK on minorities was answered, revealing budget estimates, revised estimates, and actual expenditure for the last five financial years. The data shows significant fluctuations in spending, with a sharp drop in 2022-23 and 2023-24, followed by a recovery in 2024-25 and 2025-26.
Background
PMJVK is a Centrally Sponsored Scheme (CSS) under the Ministry of Minority Affairs, aimed at creating community infrastructure in minority-concentrated areas across sectors like health, skill development, education, women-centric projects, drinking water, sanitation, sports, renewable energy, etc. It is demand-driven, with funds released based on eligible project proposals from states/UTs.

Budget Estimates (BE), Revised Estimates (RE), and actual expenditure for 2021-22 to 2025-26: 2021-22: BE 1390.00, RE 1199.55, Expenditure 1266.36; 2022-23: BE 1650.00, RE 500.00, Expenditure 104.58; 2023-24: BE 600.00, RE 550.00, Expenditure 187.88; 2024-25: BE 910.90, RE 908.90, Expenditure 955.23; 2025-26: BE 1913.97, RE 1565.00, Expenditure 1563.87 (all in crore rupees).
The scheme is demand-driven; no state/UT-wise budget allocation is made.
No instances of poor-quality work were found in third-party quality assurance audits.
Independent third-party studies were conducted by IIPA, New Delhi (evaluation study) and DMEO, NITI Aayog (impact-cum-evaluation study).
Third-Party Quality Assurance (TPQA) has been made mandatory for all PMJVK projects across all states/UTs.
State-wise fund releases for 2021-22 to 2025-26 are provided, with major recipients including Sikkim, Manipur, Assam, Tamil Nadu, and Mizoram.
