Why in news
The Minister of State for Agriculture and Farmers' Welfare provided a written reply in Lok Sabha on July 21, 2026, detailing the components and implementation of PMKSY. The reply clarified that there is no specific provision for private investment and that state-wise consolidated data on training is not maintained centrally.
Background
PMKSY was launched in 2015-16 with the motto 'Har Khet Ko Pani' to enhance irrigation coverage and water use efficiency. It is a centrally sponsored scheme implemented by the Ministry of Agriculture and Farmers' Welfare, with components executed by the Ministry of Jal Shakti and Ministry of Rural Development.
Key facts
PMKSY is a comprehensive scheme with three components: Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko Pani (HKKP) implemented by the Department of Water Resources, River Development and Ganga Rejuvenation (Ministry of Jal Shakti), and Watershed Development Component (WDC) implemented by the Department of Land Resources (Ministry of Rural Development).
Central assistance is provided to states for creating irrigation potential, command area development, and on-farm development works.
Projects under PMKSY are generally implemented by state governments through competitive tendering, allowing private contractors and companies to participate as per state procurement rules.
There is no specific provision for private sector investment in the scheme.
Capacity building and training activities related to efficient water management are carried out by states/UTs under the respective components.
State-wise consolidated data on the number of farmers and field-level staff trained is not maintained at the central level.
