The Ministry of Cooperation held the first meeting of the Policy Implementation and Monitoring Committee on June 9, 2026, to review the National Cooperation Policy 2025. The committee aims to address implementation bottlenecks, ensure center-state coordination, and conduct periodic monitoring and evaluation.
Background
The National Cooperation Policy (NCP) 2025 was formulated to provide a roadmap for the systematic and holistic development of the cooperative sector in India. It envisions 6 strategic pillars, 16 objectives, and 83 recommendations over the next 10 years.
Key facts
A National Steering Committee on Cooperative Policy, chaired by the Minister of Cooperation, has been formed for overall guidance and inter-ministerial coordination.
A Policy Implementation and Monitoring Committee, chaired by the Secretary of Cooperation, has been constituted for center-state coordination, resolving implementation issues, and periodic review.
Both committees have been constituted as per the institutional mechanisms outlined in NCP 2025.
The National Cooperative Database (NCD) has been developed by the Ministry of Cooperation with state/UT collaboration.
NCD provides single-point access to information on over 8.5 lakh cooperative societies across 30 economic sectors, with about 30 crore members.
Data is regularly collected and updated on the NCD portal by nodal officers appointed by states/UTs.
NCD helps identify uncovered and under-covered areas for establishing new primary cooperative societies in sectors like PACS, dairy, and fisheries.
NCD enables development of a ranking framework and estimation of the cooperative sector's economic contribution to the Indian economy.
Maharashtra has the highest number of cooperative societies (2,27,177), followed by Gujarat (88,119) and Madhya Pradesh (53,216).
Lakshadweep has the fewest cooperative societies (65), followed by Ladakh (273) and Chandigarh (476).
