The Bombay High Court has directed the Maharashtra government to formulate a comprehensive policy specifying which alterations flat owners can make without prior municipal permission. This addresses widespread confusion among homeowners about minor renovations like installing grills or enclosing balconies.

Flat owners often undertake modifications such as installing safety grills, enclosing balconies, or creating partitions. However, the absence of clear guidelines leads to disputes with housing societies and inconsistent action by municipal authorities. The court noted that one unauthorized alteration does not justify another.
