Union Minister Rajiv Ranjan Singh launched the Atmanirbhar Panchayat Programme, Samarth Panchayat Portal, and Model Own Source Revenue (OSR) Rules to strengthen Panchayati Raj Institutions (PRIs). These initiatives aim to make panchayats financially self-reliant and technologically empowered, aligning with the vision of Viksit Bharat 2047.
Background
Panchayati Raj Institutions are the foundation of grassroots democracy in India. The 16th Finance Commission recommended strengthening own source revenue (OSR) of panchayats. The Ministry of Panchayati Raj has been working on e-governance and capacity building, recently winning the National e-Governance Award (NAeG) 2026 for the Panchayat Unnati Index (PAI).

Union Minister Rajiv Ranjan Singh launched Atmanirbhar Panchayat Programme, Samarth Panchayat Portal, and Model OSR Rules on 27 July 2026.
Atmanirbhar Panchayat Programme enables gram panchayats and block panchayats to convert local assets into sustainable revenue-generating projects.
Funding for projects under the programme is facilitated through PPP, CSR, convergence with other schemes, and bank finance, with NABARD and HUDCO as institutional partners.
A total of 350 projects are to be developed over four years: 50 in the first year and 100 each in the next three years.
Eligible gram panchayats must have at least ₹50 lakh OSR; block panchayats at least ₹1 crore OSR; with at least three years of remaining tenure. Relaxation for special category states.
Samarth Panchayat Portal is a first-of-its-kind digital platform for technology-based OSR management, enabling transparent taxation, payment, and monitoring.
Model OSR Rules provide a guiding framework for states to strengthen panchayat revenue.
The Ministry received the Golden Award under National e-Governance Award (NAeG) 2026 for Panchayat Unnati Index (PAI) – Data Driven Governance for Viksit Bharat.
Awareness workshops for the programme have been conducted in ten states so far.
These initiatives align with the 16th Finance Commission's recommendations on strengthening OSR.
