PFRDA has amended regulations to hold pension funds accountable for lapses by third-party entities they engage for NPS services, enhancing subscriber protection. Additionally, a Regulatory Sandbox framework has been introduced to foster innovation in the pension sector.
Background
The National Pension System (NPS) is a government-sponsored pension scheme regulated by PFRDA. Earlier, accountability for outsourced services was unclear, prompting the amendment to the Exits and Withdrawals Regulations, 2015.
Key facts
PFRDA amended the Exits and Withdrawals Regulations, 2015, inserting new Regulation 4A effective July 13, 2026.
Pension funds can engage third-party entities for specific purpose schemes but remain fully liable to subscribers for any acts of omission or commission by those entities.
Engaged entities must have technological capability to integrate with pension funds or PFRDA-registered intermediaries like the Central Recordkeeping Agency.
Both pension funds and engaged entities remain subject to PFRDA supervision and must comply with applicable laws.
PFRDA also notified the Regulatory Sandbox Regulations, 2026, to allow testing of innovative products, services, or technologies in a controlled environment.
The sandbox framework may grant limited, time-bound regulatory relaxations to facilitate innovation while protecting subscriber interests.
The twin notifications aim to strengthen consumer protection and encourage technology-led innovation in India's pension sector.
