The government has released the draft Telecom (Television, Radio and Related Services) Rules, 2026 under the new Telecom Act, 2023. This draft consolidates six existing broadcasting guidelines into a single rulebook to simplify compliance and promote ease of doing business. Public comments are invited until 27 July 2026.
Background
Previously, television and radio broadcasting services in India were governed by multiple separate guidelines issued by the Ministry of Information and Broadcasting. The new draft rules aim to unify these under the Telecom Act, 2023, which provides the legal framework for telecommunications including broadcasting services.
Key facts
The draft rules consolidate six existing guidelines: satellite TV uplinking/downlinking, DTH, HITS, FM Radio Phase III, Community Radio, and IPTV.
Existing licensees have the option to voluntarily migrate to the new authorization framework or continue under their current license until migration.
The draft includes provisions to improve availability of TV and radio services in remote and rural areas, including Chhindwara district of Madhya Pradesh.
The rules are designed to promote 'Ease of Doing Business' by providing a single, simplified rulebook for broadcasters.
The draft was released by the Ministry of Information and Broadcasting on 22 July 2026, and comments are invited until 27 July 2026.
