The Department of Land Resources issued an official clarification to dispel baseless rumors about the NAKSHA pilot project in Goa, confirming that all existing property ownership documents and land records remain fully protected and unaffected by the mapping exercise.
Background
NAKSHA (National Geospatial Knowledge-based Land Survey of Urban Habitations) is a GIS-based urban land parcel mapping initiative under the Digital India Land Records Modernization Programme (DILRMP). It aims to enhance urban planning, modernize land administration, and optimize public utility layouts across multiple states and UTs.

The project is implemented by the Department of Land Resources, Ministry of Rural Development, in coordination with the Directorate of Settlement and Land Records (DSLR), Goa.
All existing property ownership certificates, boundaries, and official land records are fully secure and unaffected by the mapping activity.
Non-resident landowners and persons living abroad have full protection of their rights; personal absence during survey does not threaten property or legal ownership.
The program includes multiple verification steps and a formally notified public inspection period to ensure legal safeguards for absent owners.
No third party or neighbor can claim land based on personal presence during the survey; ownership follows established legal protocols and valid land documents.
NAKSHA is purely a data-mapping process, distinct from land acquisition; the government is not acquiring private land through this project.
The survey does not aim to increase local property taxes; it only documents the current form of land.
Existing legal and boundary disputes remain unaffected and will continue to be resolved by appropriate judicial and administrative courts.
The formal inspection period is scheduled from 16 July to 14 August 2026; property owners are to appear before the Inspector of Survey and Land Records (ISLR) office in Margao with their documents.
