Why in news
The Viksit Bharat - Guarantee Mission for Employment and Livelihood (Rural) (VB-G RAM JI) Act, 2025 came into effect on July 1, 2026, marking a significant expansion of rural employment guarantees. The Ministry of Rural Development has announced a record allocation of ₹95,692.31 crore for the scheme in FY 2026-27, the highest ever for rural employment, signaling the government's focus on rural livelihoods.
Background
The Act replaces the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which provided 100 days of guaranteed wage employment per rural household. The new Act increases this to 125 days and introduces a stronger legal framework for livelihood security, sustainable asset creation, and rural infrastructure development.
Key facts
The VB-G RAM JI Act, 2025 came into force on July 1, 2026.
It guarantees 125 days of wage employment per rural household per financial year, up from 100 days under MGNREGA.
The Act provides for unemployment allowance if employment is not provided within the stipulated time and compensation for delayed wage payments.
Wages are paid through DBT-SPARSH directly to workers' bank accounts.
The fund-sharing pattern between Centre and States is 90:10 for northeastern, Himalayan states, and UTs (Uttarakhand, Himachal Pradesh, Jammu & Kashmir), and 60:40 for other states and UTs with legislatures.
For FY 2026-27, the central share is ₹95,692.31 crore, with total program outlay expected to exceed ₹1.51 lakh crore including state shares.
The Act emphasizes convergence with other central and state programs, focusing on water-related works, basic rural infrastructure, livelihood-related infrastructure, and mitigation of adverse weather events.
It provides for a comprehensive institutional framework for monitoring, evaluation, and grievance redressal, including social audits and a multi-level grievance mechanism at block and district levels.
Gram Panchayats continue to play a crucial role in implementation.
The Act was highlighted in a Rajya Sabha written reply by Minister of State for Rural Development, Shri Kamlesh Paswan, on July 31, 2026.
