33 of 37 State/UT Assemblies Sign MoUs for National e-Vidhan Application

Why in news
As of July 2026, 33 out of 37 state/UT legislatures have signed MoUs to implement the National e-Vidhan Application (NeVA), with 21 already converted to digital assemblies. This marks significant progress in digitizing legislative processes across India, as informed by Minister of State for Parliamentary Affairs Dr. L. Murugan in a Rajya Sabha reply.
Background
NeVA is a mission mode project under the Digital India programme, aimed at making all State/UT legislatures paperless by enabling electronic processing of legislative business. It is implemented by the Ministry of Parliamentary Affairs.
Key facts
33 out of 37 state/UT assemblies have signed MoUs for NeVA implementation.
21 assemblies have been fully converted to digital assemblies under NeVA.
Digitization of both Houses of Parliament is outside the scope of NeVA.
NeVA reduces paper dependency, speeds up legislative processes, improves accessibility, and cuts costs in printing, maintenance, and storage.
NITI Aayog conducted a mid-term evaluation of NeVA, finding reduced paper use and improved workflow.
NeVA public portal provides instant access to legislative documents.
Capacity building initiatives including NeVA service centres provide technical support and training.
NeVA has been migrated to secure NIC Meghraj 2.0 cloud infrastructure for enhanced cybersecurity.
Integration with Bhashini enables verbatim translation of public portal content for linguistic accessibility.
The application is device-independent and features role-based dashboards and workflow-based electronic processing.
