The Ministry of Environment, Forest and Climate Change recently informed Lok Sabha about measures to simplify tree felling and timber transit rules for agroforestry. It highlighted the release of Model Rules for tree felling on agricultural land in June 2025 and the National Transit Pass System (NTPS) launched in December 2023.
Background
Regulation of tree felling and timber transit is governed by the Indian Forest Act, 1927, state-specific forest and tree management acts, and court orders. Agroforestry is promoted to enhance farm income and wood supply, but complex state-level rules have hindered its growth.

In June 2025, Model Rules for tree felling on agricultural land were issued to states for adoption.
