The Department of Fisheries has released Model Guidelines for Cold Water Fisheries Development (March 14, 2026) and notified four clusters for cold water fisheries. This initiative aims to boost production of commercially important cold water fish species like Rainbow Trout, Golden Mahseer, and Snow Trout in Himalayan and hill states.
Background
Cold water fisheries are practiced in Himalayan and hill states. The government has been implementing PMMSY (₹20,050 crore) and FIDF (₹7,522.48 crore) to address infrastructure gaps. ICAR-CICFR Bhimtal and ICAR-CIFT Kochi are involved in research and technology development.
Key facts
PMMSY (Pradhan Mantri Matsya Sampada Yojana) is implemented with total investment of ₹20,050 crore across all states/UTs.
FIDF (Fisheries and Aquaculture Infrastructure Development Fund) has a corpus of ₹7,522.48 crore, operational since 2018-19.
Model Guidelines for Cold Water Fisheries Development were issued on March 14, 2026.

ICAR-CIFT Kochi assisted in fish processing and ready-to-eat facilities in Himachal Pradesh and Uttarakhand.
