India's Graduate-Jobs Crisis Behind Exam Leak Protests
UPSC / SSC current affairs note · Governance
Why in news
Recent protests in Delhi and elsewhere, triggered by a leaked public exam paper for graduates, led to the resignation of Union Education Minister Dharmendra Pradhan on July 25, 2026. The protests highlight a deeper crisis in the graduate-jobs market, where the number of graduates far exceeds available employment opportunities. This has sparked national debate on education and employment policies.
Background
India has seen a boom in higher education, with institutions growing from 6,000 to around 70,000 in 30 years, and tertiary enrolment reaching 30% of 18-23 year olds. However, the job market has not kept pace, leading to a mismatch between graduate output and employment opportunities. Exam leaks have been a recurring issue since 2016, affecting millions of students.
Key facts
Between 2004 and 2023, roughly 5 million graduates were added to the workforce annually, but employment rose by only about 2.8 million per year (Azim Premji University research).
In 2023, 2.2 million students sat the medical school entrance exam for only 126,600 places.
An exam for low-level government positions drew 2.8 million applicants for about 15,000 posts.
Since 2016, there have been at least 80 exam leaks involving over 20 million students (estimate by data analyst Sujay Nadkarni).
Fewer than 7% of unemployed graduates find permanent salaried work within a year.
Around 45% of Indian graduates have degrees in arts or commerce, not engineering or medicine.
A 2024 report by a business body estimated only 55% of India's graduates are employable.
The education minister resigned on July 25, 2026, following protests over the exam leak.
The government has announced moves to clean up the exam system, but this is not the first time.
The protests were led by the 'Cockroach Janata Party' (CJP), which called off its agitation after the resignation.
