The 12th meeting of the National Committee on Dam Safety (NCDS) was held on 17 July 2026 in New Delhi, chaired by the Chairman of the Central Water Commission. The meeting reviewed progress in implementing the Dam Safety Act, 2021, and discussed key issues such as reservoir sedimentation, dam failures, and strengthening of state dam safety organizations.
Background
The Dam Safety Act, 2021 was enacted to ensure the safety of dams in India. The NCDS is the apex body under the Act responsible for formulating policies and guidelines for dam safety. The 12th meeting focused on accelerating implementation and addressing emerging challenges.

The 12th meeting of NCDS was held on 17 July 2026 at Dr. Ambedkar International Centre, Janpath, New Delhi.
The meeting was chaired by the Chairman of the Central Water Commission.
Participants included official members from 10 central ministries/departments, 7 states, two dam safety experts, heads of all state dam safety organizations, and special invitees.
Progress highlighted: notification of rules, issuance of technical guidelines, and preparation of key documents under the Dam Safety Act, 2021.
Emphasis on accelerating emergency action plans, comprehensive dam safety evaluations, O&M manuals, and risk assessment studies.
Discussions on addressing reservoir sedimentation and new challenges in dam monitoring and safety.
Agreements reached on: new rules for surveillance of specific dams, revision of safety inspection checklists, finalizing dam safety chapter in DPR guidelines, accreditation of agencies, framework for dam failure reports, and technical guidelines for hazard classification, risk assessment, instrumentation, EAP, and O&M manuals.
Decision to regularly nominate engineers from dam owners to PG degree programs at IIT Roorkee and IISc Bangalore.
Explored inclusion of regional institutes (NIT Surat, Calicut, Nagpur, Guwahati, Shillong) for capacity building.
Dam owners presented technical details on recent dam failures: Luti Tank and Rajadera (Chhattisgarh), Teesta Stage-III (Sikkim), Madhopur Barrage (Punjab), and Bisalpur Dam dredging (Rajasthan).
