Karnataka to Distribute 4.8 Crore Free Caste Certificates for Electoral Roll Revision

The Karnataka government has begun preparations to distribute over 4.8 crore free caste certificates to households across the state. This move is aimed at helping residents participate in the ongoing Special Intensive Revision (SIR) of electoral rolls, as caste certificates are one of the 11 documents accepted by the Election Commission for this exercise.
Background
The state launched a doorstep caste certificate campaign two weeks ago. The distribution is part of a broader effort to ensure eligible voters can update their details in the electoral rolls. The government has also approved a permanent residence certificate service.

The government will distribute over 4.8 crore caste certificates free of cost across Karnataka.
The certificates will be supplied district-wise, taluk-wise, and village-wise by the Atal Ji Janasnehi Directorate.
Revenue commissioner Meena Nagaraj CN issued a circular directing all deputy commissioners to expedite the exercise.
Deputy commissioners must have certificates printed through authorised agencies at district, taluk, or hobli level, in accordance with the Karnataka Transparency in Public Procurements Act-1999.
The cabinet approved free distribution of caste certificates, which are one of 11 documents accepted by the Election Commission for the SIR exercise.
The government will send certificate download links via SMS and WhatsApp to mobile numbers in official records.
Each caste certificate will be accompanied by the chief minister's awareness message printed in colour, and a list of required documents printed in black and white on the reverse.
The printing cost for the three-document set is capped at Rs 2.25.
A mobile application has been developed to record every delivery, with acknowledgement from beneficiaries using mobile or Aadhaar number.
The cabinet also approved a permanent residence certificate service, with DCs directed to issue these on priority.
