The Ministry of Housing and Urban Affairs released implementation guidelines for the Urban Challenge Fund (UCF) on April 15, 2026. The Union Minister held a strategic meeting with state/UT ministers on April 25, 2026, to discuss effective utilization of the ₹1 lakh crore central assistance under the fund.
Background
The Urban Challenge Fund was launched to revolutionize urban development by encouraging cities to adopt market-based financing and integrated area development. It aims to make cities a credible investable asset class through targeted reforms, institutional capacity building, and revenue-generating urban infrastructure.

The Urban Challenge Fund (UCF) guidelines were issued by MoHUA on 15 April 2026.
UCF aims to promote market-based financing and integrated area development in cities.
The fund seeks to strengthen institutional capacity, improve governance and planning frameworks, and develop revenue-generating urban infrastructure.
Private sector participation is channeled through state/UT governments and Urban Local Bodies (ULBs).
Projects under UCF can be implemented by private entities approved by state/UT governments.
ULBs can designate private entities as 'Special Purpose Urban Infrastructure Managers (SPUIM)' for integrated delivery of housing, infrastructure, and O&M in large-scale projects.
Central assistance of ₹1 lakh crore has been allocated under the fund.
A strategic meeting of state/UT urban development ministers was held on 25 April 2026 in New Delhi.
