MoSPI Revises Base Years for GDP, IIP, CPI; Modernizes NSS

Why in news
The Ministry of Statistics and Programme Implementation (MoSPI) has revised the base years for key macroeconomic indicators—GDP, IIP, and CPI—to better reflect the current economic structure. It has also modernized National Sample Surveys (NSS) through digital platforms like CAPI and e-Sigma. These updates ensure official statistics remain accurate and aligned with international standards.
Background
MoSPI periodically reviews the statistical framework to ensure official statistics accurately represent the economy's structure and meet emerging data needs. The previous base years were 2011-12 for GDP and IIP, and 2012 for CPI.
Key facts
GDP base year revised from 2011-12 to 2022-23 based on recommendations of the Advisory Committee on National Accounts Statistics (ACNAS).
All India Index of Industrial Production (IIP) base year revised from 2011-12 to 2022-23 under guidance of the Technical Advisory Committee.
Consumer Price Index (CPI) base year revised from 2012=100 to 2024=100 under guidance of an Expert Group.
Revisions include updated data sources, expanded coverage, revised item baskets and weights, improved estimation methods, and better use of administrative data like GST and MCA database.
More accurate assessment of the unorganized sector through Annual Survey of Unorganized Sector Enterprises (ASUSE) and Periodic Labour Force Survey (PLFS).
Adoption of internationally accepted statistical methodologies and other methodological improvements.
NSS modernization includes adoption of Computer Assisted Personal Interview (CAPI) and e-Sigma system with in-built validation checks, real-time data monitoring, AI-based chatbot, and multilingual interface.
Before major NSS surveys, schedules, sampling design, concepts, definitions, item classification, field procedures, data collection methods, validation protocols, and tabulation plans are reviewed based on recommendations of NSS Standing Committee, Technical Advisory Groups (TAGs), Technical Expert Groups (TEGs), and consultations with stakeholders.
Pilot studies and field testing are conducted before finalizing changes.
