MoSPI Modernizes National Sample Surveys with CAPI, e-SIGMA, AI Chatbot

The Ministry of Statistics and Programme Implementation (MoSPI) has announced major steps to modernize national sample surveys, including adoption of Computer-Assisted Personal Interview (CAPI) and the e-SIGMA platform with AI-enabled chatbot and multilingual interface. This is part of broader reforms in official statistics, including base year revision for GDP, CPI, and IIP, and adoption of international standards.
Background
The National Sample Survey (NSS) has traditionally relied on paper-based data collection. To improve efficiency, timeliness, and data quality, MoSPI is transitioning to digital platforms. The ministry has also been aligning with UN Fundamental Principles of Official Statistics since May 2016 and has adopted various international frameworks over the years.
Key facts
MoSPI has adopted Computer-Assisted Personal Interview (CAPI) for modernizing National Sample Surveys.
The e-SIGMA platform is integrated with in-built validation checks, AI-enabled chatbot, and multilingual interface.
Short-term surveys have been initiated to meet the need for high-frequency socio-economic indicators.
Administrative datasets have been integrated to strengthen the sampling frame for some surveys.
Base year for GDP, CPI, and IIP has been revised to 2024 (previously 2012).
New CPI series adopts the Classification of Individual Consumption According to Purpose (COICOP) 2018 framework, released on 12.02.2026.
National Industrial Classification (NIC) 2025 has been released, aligned with International Standard Industrial Classification (ISIC) Revision 5.
National Metadata Structure (NMDS 2.0) has been adopted for data harmonization.
Statistical Quality Assessment Framework (SQAF) has been launched, based on UN National Quality Assurance Framework (UN NQAF) 2019.
India adopted UN Fundamental Principles of Official Statistics (UNFPOS) in May 2016.
