The Department of Commerce organized a one-day workshop on 'Trade and Sustainable Development (TSD): Changing Policy Landscape' in New Delhi. This is the first in a proposed consultation series to strengthen India's strategic approach to TSD amid evolving global trade rules and ongoing FTA negotiations. Commerce Secretary Rajesh Agarwal emphasized the need for an integrated strategy encompassing trade, industry, sustainability, and competitiveness.
Background
Sustainable development regulations and unilateral environmental measures are becoming permanent features of the global trading system. India is reviewing its domestic carbon framework and sustainability measures to align with global trends and enhance trade competitiveness.
Key facts
The workshop was held on 31 July 2026 at Vanijya Bhawan, New Delhi, by the Department of Commerce, Ministry of Commerce and Industry.
It was the first in a proposed consultation series on Trade and Sustainable Development (TSD).
Commerce Secretary Rajesh Agarwal stated that TSD is a multi-sectoral policy subject requiring an integrated approach.
Discussions focused on carbon markets, carbon pricing mechanisms, carbon border adjustment measures, sustainability standards, and regulatory cooperation.
India's domestic carbon framework, including the Carbon Credit Trading Scheme (CCTS) and Indian Carbon Market, was discussed.
The Extended Producer Responsibility (EPR) framework and accreditation/conformity assessment systems were also covered.
The workshop aimed to leverage domestic initiatives to prepare India for emerging trade rules and future trade negotiations.
Participants included senior government officials, trade negotiators, industry representatives, academia, think tanks, and legal experts.
